| THE SLUMS OF SOUTHAMPTON 1893 |
| The Tabular Index, which accompanies the Southampton Sanitary Authority's 1893 Report on housing in the city at that time, is an absolute mine of social and factual information, useful especially to genealogists, students, and local historians. The Index and Report was put together by A Wellesley Harris, then Medical Officer of Health for the Town and Port, and it details "Dilapidated and Unhealthy Conditions of Housing" in certain areas of the town. It is from this monumental report that much of my information has been gleaned. It was published in 1986 as part of the Southampton Record Series, and edited by Martin Doughty, BA, PhD. Each entry on the Index gives the location of the dwelling reported upon, its owners' names and addresses (although not the tenants' names), the kind of house or property, the employment of the occupier, the type of water supply, ventilation, refuse disposal, and toilet facilities, and the general condition of the house. It also gives details of the number of occupants, the condition of the paving outside, how much rent was paid, as well as basic measurements of the rooms and cellars. The actual Report is even more detailed in that it gives descriptions of Courts, Alleys and Accomodation, as well as the living and sanitary conditions of the streets, health, and morality of the population. One such entry turned my stomach. It says: "Ashes and vegetable refuse were found in many instances thrown into a cupboard of the sitting room, to be removed only when they became an annoyance to the inmates, either to the ash bin or heap in the Court" This apparent laziness was in fact due to a number of factors. Most of the Court houses had no backyards where an ashcan or dustbin could be sited; there was no room indoors for one; and even if there was, most slum dwellers could not afford such a luxury. Householders were lucky if they had chairs or a bed to sleep on - usually sleeping accommodation consisted of a mattress or a pile of clothes on the floor - so buying an ashcan or dustbin was not considered a priority. In the rain and cold it was also a long way for many people, particularly if they were old, infirm, or sick, to trek to the centre or end of the Court, Lane or Alley to fetch water or dispose of rubbish. From the genealogist's point of view, the Report and Index is useful for finding out not only how your Victorian ancestors lived but also whether your ancestor was a landlord of one of the the squashed in, run down properties in the courts and lanes of Southampton; what sort of property they owned, and where they themselves lived. This was usually in the better part of town or in the new suburbs, but occasionally the house was managed by an agent. Both the Corporation itself, the Church, and Queens College, Oxford, who owned many properties in the slums around French Street, Bugle Street and Castle Street, employed agents. From the students perspective, all sorts of statistical data can be worked out from the given information, and local and social historians could have a field day interpreting that information. Today, many of the Courts and Alleys have gone, although often the names have remained. The slum areas around St Michaels Church, Simnel Street and West Quay were finally cleared not too many years ago- some by the bombs of WW2 - but work first started as a result of the Sanitory Report 1893 long before that. The report is accompanied by maps, plans, and proposals for improvement, and is a memorial in itself to Mr Harris' industry, efficiency and personal feelings of social responsibility. Each entry was given a number to correspond with the details on the maps and plans. For researchers this is a boon because the position of each specific Court, Alley, Street and house can be exactly pinpointed despite later developments, demolitions and street name changes which have altered Southampton. The population density in the areas covered by the report was much higher than that of the worst slum areas of London. 659 houses in 116 streets, courts and alleys were investigated. 2599 people lived there, which was an average of 441 persons per acre compared to an average of 32 people per acre in the rest of Southampton. In some Courts the overcrowding was intense. For example in Goaters Alley, which was owned by the Corporation and leased to a Mr Maffer, there were 4 houses with a population of 30. The average per dwelling overall (most of them were single roomed), however, seems to have been 5. THE NEED FOR THE REPORT AND ELLEN WREN The need for such a report and the later slum clearing and rehousing initiatives in Southampton first came about as a result of a tragedy, but one which had country wide implications. Many women in the late 19th century supplemented their earnings from being washerwomen and charwomen by prostitution. One such lady was Ellen Wren of Simnel Street. Unfortunately for her she got drunk and suffocated herself in a lodging house. There were questions as to whether she had been murdered, but worse than that, as far as the authorities were concerned, however, was that her body lay, face down in a pile of rags in her filthy room for several days before being discovered, and the Press got hold of the story. Her living conditions, and those of her neighbours were "the pits" in modern parlance, and eventually serious questions were asked in the House of Commons. In the words of the Southampton Times "… there should be some means of preventing people from dying in any house like dogs under such horrible conditions." Poor Ellen! But as a result of her death, however, not only were the living conditions of Southampton's poorest population investigated, the incident also gave fuel to the fire of the Social Reformers in other counties, towns, cities and villages. Their agitation helped to form new national policies and opinions on what was and was not acceptable - even for those at the bottom of the heap. To give credit where it is due, Southampton Corporation was the first such to look seriously at the social responsibility of Corporations and the like regarding the conditions in which its citizens lived and worked, but it is a matter of opinion and fierce debate as to whether this was for altruistic reasons, or as an attempt to salvage city pride. Some of the Powers-that-were, in fact, were strongly opposed to slum clearance and rehousing on the grounds that it would put the rates up. They refused to accept Mr Harris' and others' evidence that such diseases as cholera, which has no respect for persons living in better accommodation, was incubated and spread from the overcrowded, insanitary slum areas. They said that it was "An act of God". It is significant that the Liberal owned Southampton Times was in the forefront of the campaign to clear the slums and to rehouse people in homes that they could afford, and Southampton at that time had a Liberal Party controlled Council. Whether the right decisions were made in the end, and the allocated redevelopement and rehousing money was spent wisely is another matter of conjecture. Many of the very worst houses and lodging houses in all the slum areas were owned by the Corporation as reported in the Southampton Times and detailed on the 1893 report. At least one of the Simnel Street lodging houses which it owned and let out had been refused registration by its own Sanitary Authority for a number of reasons, including lack of basic facilities, the harbouring of prostitutes, and overcrowding. The area around Blue Anchor Lane (used by tramps and others as a public latrine); and the Courts and Lanes around St Michaels Square and Castle Lane seem to have been the most dilapidated and disease ridden, and between them, the Corporation, its Members, and the Church, owned and sublet a big percentage of the properties. It must not be presumed that all landlords of decrepit properties were bad landlords by choice or that they were wealthy. In many instances their property had been passed to them with no money; only a life interest. Ie they were unable to sell it as they did not own the freehold. Many such legatees were not well off, and in such circumstances, only a small rent could be asked from tenants , so little was spent on repairs or improvement. The responsibility for maintenance was passed on again in a will, and eventually such houses became unfit for human habitation and were the subject of such reports as the 1893 one or had earlier, after 1890, had Closure Notices issued. Quite a few houses are not included in the Tabular Index although textual mentions of their condition can be found elsewhere in the Report. In most cases this omission was because they had been closed down, had fallen down or had been demolished. A few owners of dilapidated houses, after being served Improvement notices, had repaired their property, so although mentioned were also not subject to the report. Finally, a word about Lodging Houses. A great many poor people and families lived in lodging houses, in rooms and tenements. In that part of the report which deals with the inspection of Common Lodging Houses, Mr Harris says " Southampton contains thirteen Common Lodging Houses on its register…… There was ….no convenience made for ablution of the lodgers, who have, in the majority of cases, to wash in a bucket of water in an open yard…..separation of the sexes does not as a rule receive consideration, it being common to find men and women sleeping in one large room without any screens or partitions. Most of the Common Lodging Houses are situated in Simnel Street" The table below is an extract of some of the headings on the Tabular Index. As there are some 30 odd headings in the full index, many of which are relevant only to the specialist researcher, only those likely to be of use to family and non-specialist researchers have been extracted. Where, under the heading of Occupier's Employment it says "none" then that household had no breadwinner rather than no tenant; an empty dwelling being recorded as "Vacant".
